ITEM I – CALL TO ORDER

Robert Corrigan, chairperson of the Shelburne School Board, called the meeting to order at 3:24 pm.

ITEM II – APPROVAL OF AUGUST 22, 2003 MINUTES

One correction was noted to the August 22, 2003 minutes:

          -pg. 3 under ITEM IX – NEXT MEETING – The following schedule for the

Shelburne School Board meetings is as follows:

Wednesday, September 24, 2003 – Board Room, Family Resource Center – 3 pm

Friday, October 17, 2003 – Board Room, Family Resource Center – 8 am

Friday, November 21, 2003 – Board Room, Fam. Res. Center – 8 am

Friday, December 19, 2003 – Board Room, Fam. Res. Center – 8 am

 

Motion by Wendy Niskanen, seconded by Jo Anne Carpenter

Motion:  to accept the August 22, 2003 minutes as amended.

Vote on motion:  all approve; motion carried.

 

ITEM III – COMMUNICATIONS:

 

No communications were brought before the Shelburne School Board in September.

 

ITEM IV – SUPERINTENDENT’S REPORT

 

-It had recently been brought to the attention of the Interim Superintendent that the SAU board may be conducting business incorrectly due to a policy in the SAU handbook based on RSA 194, C7 & C8.  C7 talks about representation, and C8 discusses weighted voting.  The SAU by-laws cannot be in conflict with state law.  Mr. Welford shared that by the next SAU meeting on October 9th, he would have proper information as to whether the SAU board had been conducting business improperly, but he believed that business had been conducted appropriately, and that no malice was intended. 

 

Some discussion was held regarding explanation as to what weighted voting is, and what the ‘weighted’ votes would be for each town.

 

Kathleen Kelley, SAU chairperson, entered the meeting at 3:49 pm.

 

All members were in favor of a recess from regular business at this time.  Recess began at 3:49 pm.

 

Regular business was re-entered at 4:36 pm.

 

Financial Report

 

Ms. Plourde presented a financial report for the month ending August 31, 2003.  Ms. Hebert-Sweeny will be getting information to Ms. Plourde on the actual numbers for pre-school costs and special education, and Ms. Cloutier will be putting together the final numbers for summer school.

 

Ms. Plourde also presented a tax impact handout for the 2003-2004 fiscal period.  New figures were in the column furthest to the right. 

 

A new transfer schedule for monies to the SAU was presented for signatures.  The last figure was the only one that saw a change.

 

Mr. Welford shared a letter from a program entitled ‘Dare to be You’, which currently has members participating from Gorham Middle/High School.  This program helps students to avoid social problems, such as taking drugs, and becoming involved with alcohol.

 

North Country Education Services contracts were presented by Ms. Tetreault for signatures.  Mr. Welford shared that the SAU may want to consider hiring its own personnel to provide many of the services that are currently contracted through NCES.

 

A current listing of students for the Shelburne School District was presented.

 

Mr. Welford had presented a handout of the NH School Boards Association delegate form and resolutions that will be discussed.  No member from the Shelburne School Board will be attending.

 

ITEM V – PUBLIC COMMENTS

No public comments were shared.

 

 

ITEM VI – OTHER

Some issues regarding postings were discussed, as well as reports about the school districts in the newspaper being accurate.

 

ITEM VII – NEXT MEETING

The next regularly scheduled meeting of the Shelburne School Board will be Friday, October 17th, 2003, in the Board Room at the Family Resource Center at 8 am.

 

ITEM VIII – ADJOURNMENT

 

          Motion by Jo Anne Carpenter, second by Wendy Niskanen.

          Motion:  to adjourn the September 24, 2003 meeting of the Shelburne

School Board.

          Vote on motion:  all approved; motion carried.  Meeting adjourned at 5:14 pm.
