Meeting Minutes

April 12, 2004

Call to Order

Mr. Welford called the meeting to order at 6:35 p.m.

 

Mr. Welford opened the floor for nominations of Chair.

 

            Motion by M. Letarte, second by J.Belleau.

            Motion: To nominate Joane Belleau as Chair of the Dummer School Board.  

            Vote:  All voted in favor of the nomination.

 

Ms. Joane Belleau began to Chair the meeting.

 

Chair Belleau asked for nominations for Vice Chair.

 

            Motion by J. Belleau. Second by M. Letarte.

            Motion: To nominate M. Letarte as Vice Chair of the Board.

            Vote: All voted in favor of the nomination.

 

Approval of minutes

There were no recommended changes to the Feb 11, 2004 minutes.

 

            Motion by M. Letarte, second by J. Belleau.

            Motion: To accept the minutes of Feb 11, 2004, Mar 3, 2004 as written.

            Vote:  All in favor of acceptance.

 

Vouchers

There was no discussion of the vouchers.

 

            Motion by M. Letarte, second by J. Belleau.

            Motion: To approve payment of vouchers as presented.

            Vote:  All in favor of acceptance.

Communications

Milan Minutes

The Board reviewed the minutes of the Milan School Board.  Ms. Belleau asked about the status of the School Nurse.  Mr. Welford reported that a suitable candidate had not been found at this time; he noted that one good candidate had needed a full time position with insurance coverage.

 

Milan Principal’s Report

 The Board reviewed the Principal’s Report from Milan Village School.  Ms.  Belleau asked about the door problem during the fire drill.  Mr. Welford indicated that the problem was being fixed, that the magnetic closures on the door were not activating when the alarm went off.

 

Superintendents Report

 

Financials

Mr. Welford presented the Financial report to the Board.  He noted that there was about a $ 33,000 positive balance due mainly to a few less students than expected going to Milan and Berlin.  He also reported that Pauline Plourde expects the revenues to come in as projected.  Ms. Belleau asked about the $8470.00 SPED item.  Mr. Welford reported that a Dummer student had been coded and now required a one-on-one aid as part of their plan; he said he would get more details to the board.

 

Meetings

Mr. Welford gave the Board a copy of the calendar showing all district meetings through June.  He indicated that there were a few conflicts for him, and either the Board could have Ms. Plourde represent the SAU office, or the Board could reschedule their meeting for Mr. Welford to attend.

 

The Board agreed to have their annual meeting with the Milan School Board at Milan’s regularly scheduled meeting on May 4, 2004, perhaps at 6:00 p.m. 

 

Transportation Contract

Mr. Welford presented the Board with the Transportation Contract to be signed; he indicated that the Milan Board had signed it on March 30, 2004.  Ms. Belleau asked about the status of cameras on the buses, indicating that the original agreed upon plan (where each town had donated towards cameras on each bus) had not been implemented by M. Fortier and she was interested in exactly what had been done by this time.  Mr. Welford will clarify the status of the cameras.  The Board signed the contract.

 

Board member workshops

Mr. Welford invited the Board members to participate in board training in May in Concord or Whitefield.

 

2004-2005 Calendar

Mr. Welford presented the proposed calendar for 2004-2005 and noted that the Milan Board has agreed to it.  He noted that the calendar is mostly the same as Berlin with a Begin on Sept 1 (before Labor Day).  Other highlights include: In-service days 10/8, and 3/25, November has 2 days off for Veterans Day, and half days before Thanksgiving and on the last day June 16.

 

           

AREA Agreement

Mr. Welford reported that he has been in touch with Berlin Superintendent John Moulis and he hopes to have a new draft agreement in time for the joint meeting with Milan on May 4th.

The most anticipated change is that Berlin will likely ask for financial participation (sharing in the bonding) in the event of building upgrades or construction.    The Board discussed whether this is a substantial change (yes) and therefore whether the agreement must be presented to the entire district for approval.  Mr. Welford indicated that the district must approve first, and then the State (it must be in compliance with state standards).  If there is not a substantial change, then the agreement could be considered an extension and would only need Board approval.

 

Waiver for closed day

Mr. Welford reported that the Milan Village School had received a Waiver from the state for the day when the pipes froze and burst and there was no school.  The school year will thus be only 179 days this year.  Since Dummer pays their tuition on a per day basis, the payments to Milan will be less.  He also noted that Milan will still have to pay the teachers for their full contract even though they will not receive tuition from Dummer for that day.
