ITEM I – CALL TO ORDER

Donna Goodrich, chairperson of the Board, called the meeting to order at 6:35 pm.

 

ITEM II – APPROVAL OF PREVIOUS MINUTES

 

                        Motion by Michael Waddell, second by Leona Guay

                        Motion:  to approve the minutes of the June 4, 2004 meeting.

                        Vote on motion:  all were in favor; motion carried.

 

Ms. Goodrich read an email recently received from Tim Collia of Shelburne, who has resigned from the Cooperative School District Planning Board.  Discussion was held regarding the moderator of the town of Shelburne choosing someone to fill Mr. Collia’s vacancy on the Board, and Mr. Collia will be contacted regarding assembling the materials that are in his possession for the new appointee.

 

Ms. Plourde provided information to the Board regarding methods of appropriation, and a lengthy discussion was held around this information.

 

D. Carlisle arrived at 6:53 pm.

After reviewing the information, it was stated by some members of the Board that ‘going with a three-year average seemed to make sense’.  It was also discussed to use the most current State equalized valuation figures for calculations purposes.

 

Some discussion was held regarding the difference between ‘operating capital’ and ‘real capital’.  Definitions for these terms will be provided.  It was also stated that when such issues are address, that the right people be chosen to address these issues based on experience.  It was recommended to possibly compile an index of such terminology.

 

Some inquiry was made regarding what will happen to special education costs if a cooperative district is formed.  Ms. Plourde stated that special education is part of the operating costs of each district, and if a cooperative district is formed, it will fall into one budget.

 

After considerable discussion, the following motion was made:

 

            Motion by Charles Brown, second by Leona Guay

Motion:  The Average Daily Membership (ADM) and the State Equalized Property valuation shall be defined as the average of the past three (3) concurrent available years.

Discussion:  For composing of the 2005-2006 school budgets, valuations would use figures from 2003, and ADM would use figures from 2003-2004.  The question was then called.

Vote on motion:  all were in favor; motion carried.

 

Regarding Article 6 for capital expenses, it was recommended to define capital, equipment, and debt service, and put together operating and capital expenses including if a bond were passed.  It was recommended to use 100% evaluation to create these scenarios.

 

The next meeting of the Gorham-Randolph-Shelburne Cooperative School District Planning Board is scheduled for Thursday, July 1, 2004.  Ms. Plourde will have information regarding equipment appraisals.  It was also recommended to finish the article of agreement regarding transportation, and Ms. Goodrich will bring samples.

 

The following meeting dates were scheduled:

 

                        Thursday, July 1st, 2004 – Family Resource Center (downstairs)

                        Thursday, July 15th, 2004 – Family Resource Center (downstairs)

 

Agenda – take buses and do straight line depreciation – 10 year and salvage value
