Ms. Goodrich called the meeting to order at 6:43 pm.  Since a quorum was not present, it was shared that this would be a work session only and that no formal votes would be taken.

Members in attendance were given a draft of the articles of agreement which had recently been composed by Ms. Plourde.  Members in attendance were asked to review these before the next meeting.

Ms. Gagnon shared an email from Ms. Kathleen Kelley, chairperson of the Randolph School Board, who was composing an article regarding the cooperative school district for the Randolph local newspaper.  Some discussion was held regarding the content of this email.  It was decided that in the near future, a synopsis of work of the Cooperative School District Planning Board should be mailed out to all residents of Gorham, Randolph, and Shelburne.

Discussion was held regarding beginning to analyze information which would lead to a final decision regarding funding of the cooperative district.  Mr. Waddell suggested that Ms. Plourde work out the scenario of 100% evaluation on capital expenses and 100% ADM on operating expenses and present this at the next cooperative meeting on May 20th.  Ms. Plourde did give a short explanation on budgets, and how certain towns prepare their budgets a year and a half in advance.  It was requested that print outs of the budgets for each of the three participating towns in the cooperative district (Gorham, Randolph, and Shelburne) be printed and compiled in a three-ring binder.  Ms. Plourde will then give a budget workshop to members of the Cooperative School District Planning Board.  It may then be easier to build a budget for the possibility of a cooperative school district.

It was requested for the meeting on May 20th that a definition of what is and what is not capital be provided.

Ms. Plourde shared that the evaluation of the two schools did not take place and will be rescheduled.

It was shared that the Gorham School Board will seek out members to be on a building committee and will nominate between 7 and 11 members.

It was recommended that a method for deciding on a name for the cooperative school district be decided upon.
